Imperial Exharchates are territories that are designated as such by the Imperial Senate and which have an Exarch, appointed by the Sovereign. They belong to no province and provincial officials have no influence over these lands. While any territory acquired by the Empire can become designated as an exharchate those that are already part of a province cannot. Once a territory is given the provincial designation and official demarkation for its territories (which are extremely difficult to change by design) it cannot be converted to an Exharchate again.

The appointed individual wields supreme civil and military authority in the Empire's name. Their chief responsibility is to establish order and compliance of the local denizens with Imperial law. They answer to both the Sovereign and Senate, not unlike The Prime of the Imperial Council.
